Expert examination (technical diagnostics)
An expert examination is performed to determine the technical condition of the equipment, to establish the possibility, feasibility, conditions and term of its further safe operation, as well as to establish the need for repair, reconstruction or decommissioning.
Expert examination is carried out:
- upon expiration of the service life
- before reconstruction;
- in the event of an accident or damage caused by a natural or man-made emergency, in order to determine the possibility of restoration;
- in case of detection of wear (mechanical or corrosion), residual deformation, cracks, other damage to components, parts or their elements that exceed the permissible values;
- in other cases, in accordance with the requirements of labor protection regulations or at the initiative of the customer (employer).
Technical diagnostics, testing and inspection work may be carried out by a company with certified experts, a permit from the State Labor Service of Ukraine and an accredited laboratory. The procedure, methods and scope of the expert examination are established by regulatory legal acts on labor protection, organizational, methodological and operational documents.
Upon completion of the work, the Customer receives a conclusion on the results of the expert examination, a note in the operational documentation for the diagnosed equipment (in the passport, form or instruction) or a corresponding act on the results of the examination.
If the technical documentation for the equipment being diagnosed is missing (lost, not included in the equipment delivery package, does not meet the standards for documentation, or is in a foreign language), it is possible to draw up the necessary documentation in accordance with the requirements of applicable standards (equipment certification).
